I'd definitely pair this maxi with flats.
It's a beautiful dress, but I don't think it needs heels. I think strappy sandals would be perfect and I'm seeing it in a pre-dinner, sunset drinks scenario right now. However, these Proenza slide-style sandals would also look fab.
